E-Blast: A new law lowers the cost of breast cancer diagnosis

Hello Neighbors, Community Members and Friends,

I am so pleased to share with you today that this week, Senate Bill 88, which mirrors my legislation House Bill 433, passed the House and is now headed to the Governor’s desk!

This is a huge moment for me and for people across the commonwealth who may one day hear that they have a suspicious spot on a routine mammogram. SB 88 and HB 433 require that health insurance plans in Pennsylvania cover, without any out-of-pocket fees, the total cost of all diagnostic breast imaging used during breast cancer diagnosis.

This means that if your annual mammogram shows an abnormality, any further imaging tests your doctor orders will be paid in full by your insurance.

Healthcare nationwide is expensive. I know many of you are sometimes forced to choose between getting medical care and paying for other life essentials. I believe we as legislators have a responsibility to find ways to make healthcare more accessible and more affordable for you – and this new law does that.

I’m proud of the work we did to make this a reality and grateful to my colleagues in the House and Senate for every “yes” vote that sent this over to the Governor.

2025 Legislative Champion Award

I was proud to accept the 2025 Legislative Champion Award from the American Cancer Society Cancer Action Network for my work on HB 433, the companion bill to SB 88, which eliminates out-of-pocket costs for diagnostic imaging related to breast cancer.

No one should have to worry about the financial cost when it comes to getting imaging tests for breast cancer, when the personal cost can be dire if those tests are not completed.

Driver’s Licenses for All

I was honored to attend the PA Legislative Black Caucus, Legislative Latino Caucus, and Welcoming Causu for a  briefing on House Bill 1518, Drivers Licenses for All, this week in Harrisburg. This bill, if it became law, would make it possible for people with no social security number to use alternative documentation to get a driver’s license. The briefing shared how the bill would work and the ways it supports our communities.

Welcoming Guests to the House Chamber

This week I welcomed two groups of guests to the House chamber!

In the top photo is a group shot of students from the Teen and Police Service Academy, hosted by the Upper Darby Police Department. This program’s goal is to improve the relationship between our youth and local law enforcement. As part of the program, students learn public safety, first aid, life skills, and they’re able to serve the community.

In the bottom photo are members of Delaware County’s Sikh community, who traveled to Harrisburg for the adoption of my House Resolution 324 designating Nov. 5 “Guru Nanak Day” in Pennsylvania. The resolution was adopted on Monday by a vote of 156-46.

Raising Awareness of Youth Homelessness

My colleague Rep. Smith-Wade-El and I hosted a news conference and fireside chat this week to bring awareness to student homelessness in Pennsylvania. Over 50,000 students in our commonwealth are estimated to be without a stable place to live while they’re attempting to finish their primary education. We want more people to understand this issue and to shed light on how important it is for legislators and the community to support homeless youth by any means possible.

Once Upon a Preemie

Earlier this week I attended the Once Upon a Preemie, Inc 4th Annual Conference on Black Maternal Health and Neonatal Equity. It was held at the African American Museum of Philadelphia and The Study at University City.

The conference brought together healthcare professionals and parent advocates to share and discuss solutions to improve health outcomes for black birthing mothers and preemie families. It was an inspiring two-day event focused on the lived experience of black birthing moms and their premature babies, and the education and advocacy needed to face these issues head-on.

A New Merakey Walk-in Clinic

Mental health is important to overall health, but accessing mental health crisis care can be extremely difficult. This week I had the opportunity to tour the new Merakey Mental Health Walk-in Clinic at 3125 N. Broad Street, Philadelphia with the PA Mental Health Caucus. It’s Philadelphia’s first and only mental health urgent care, and it serves people regardless of insurance or ability to pay.

I’m glad to see this kind of service coming to our area!

Congratulations to SGT Nathaniel Randall!

My former team member Sergeant Nathaniel Randall was honored this weekend with the 2024 Soldier of the Year Award! I was honored to be there to celebrate him and his achievements during his deployment to Djibouti in 2024.

Nathaniel may not be my staff member anymore, but we are still so proud of him and look forward to seeing where the future takes him.
