House Liquor Control Committee examines third-party alcohol delivery service legislation in public hearing

HARRISBURG, Feb. 11 – State Rep. Dan Deasy, D-Allegheny, chaired a House state Liquor Control Committee public hearing today on H.B. 1451, which proposes a new license enabling third-party delivery companies to deliver beer, wine, and ready-to-drink cocktails to Pennsylvania customers 21 and older.

Sponsored by state Rep. Marci Mustello, R-Butler, the bill would amend the Pennsylvania Liquor Code by creating a new “Transporters for Hire” Class D license. Under the proposal, third-party delivery services would be required to obtain this license from the Pennsylvania Liquor Control Board to transport and deliver alcohol from retail licensees directly to customers.

Under the legislation, delivery companies would be required to verify customers’ ages, and drivers working for third-party services would need to complete Pennsylvania Liquor Control Board–approved training before making alcohol deliveries. The bill also would prohibit leaving alcohol unattended at doorsteps and forbid delivery to visibly intoxicated individuals or anyone under 21.

“This hearing provided valuable input from those who regulate and enforce Pennsylvania’s alcohol delivery laws,” Deasy said. “As third-party delivery services become more prevalent, we must prioritize public safety. Today’s testimony helped us explore changes that could responsibly accommodate this shift while protecting customers, supporting Pennsylvania businesses, and ensuring proper oversight.”

Today’s hearing included testimony from the PA Liquor Control Board, PA State Police Bureau of Liquor Control Enforcement, PA’s license community and third-party deliverers.
