We don’t need sacrifices to fund SEPTA when we have real solutions

(Sep 07, 2025)

In the current debate about the state budget and SEPTA funding, we keep hearing a familiar story. The story goes that Pennsylvania is running out of money, and the only way we can pay for transit systems like SEPTA is to take money from other pots. Robbing Peter to pay Paul. Read more

Philadelphia House Delegation calls for urgent SEPTA funding ahead of Eagles home opener

(Sep 04, 2025)

PHILADELPHIA, Sept. 4 – Yesterday, one day ahead of the Philadelphia Eagles home opener, the Philadelphia House Delegation hosted a press conference to bring attention to the impacts that SEPTA cuts will have on the region and the stadium district. "How do you efficiently move upwards of 100,000 people? It can’t be done by flooding our already overburdened streets and highways with additional traffic,” said Rep. Morgan Cephas, Chair of the Philadelphia House Delegation. “SEPTA is more than just getting to the game, but without it, gameday is a major traffic headache across our city. SEPTA and public transportation systems should be a priority for leaders across the state. We saw how effective transit was during the Eagles championship parade in February. We’ll need it again for next year’s parade and the other world-class events coming to our city. As leaders, we must find consensus on a solution that keeps transit moving beyond a short-term fix - we can’t afford to let SEPTA be destroyed." Lincoln Financial Field seats over 60,000 attendees, but many more people travel to the stadium district on game days, including stadium workers or fans intending to tailgate or watch the game nearby. On average, an Eagles game brings in up to 17,000 additional Broad Street Line riders. On Tuesday, Lincoln Financial Field issued a travel advisory to fans, discouraging tailgating or travel to the area for Read more

Philadelphia legislators, school leaders celebrate Solar for Schools grant recipients at Community College of Philadelphia Northeast Regional Center

(Sep 04, 2025)

PHILADELPHIA, Sept. 4 – A bipartisan celebration and check ceremony last week honored the Community College of Philadelphia’s Northeast Regional Center for securing $176,695 in state Solar for Schools grants. Solar for Schools is designed to address the school funding crisis, rising utility costs and climate change. The program helps schools cover the costs of installing and maintaining solar panels. Estimates show solar installations can save school districts millions of dollars over the life of one project. “Solar for Schools is a smart step forward, and I believe we can do even more to advance an all-of-the-above energy approach that unleashes natural gas and renewables to keep power reliable and affordable for schools, families and businesses,” said state Rep. Martina White, R-Philadelphia . “I am proud to support this investment,” said state Sen. Joseph Picozzi, R-Philadelphia . “It will give schools the ability to redirect those dollars into programs that benefit both the college and students, with the discretion to decide where these funds are needed most.” White and Picozzi , who both represent the campus, presented the school with a check at the event. The Northeast Regional Center is Community College of Philadelphia’s largest and most independently functional regional center. The center offers degrees, certification programs, and student and career Read more

Fiedler, Haddock introduce worker heat protections legislation in time for Labor Day

(Aug 28, 2025)

HARRISBURG, Aug 28 – State Rep. Elizabeth Fiedler, D-Phila., and State Rep. Jim Haddock, D-Lackawanna/Luzerne, today introduced legislation ( H.B. 1580 ) to protect workers in Pennsylvania from extreme heat on the job. Each year, thousands of Pennsylvania workers are subjected to long hours in potentially fatal heat. Risk of heat-related illness or death is particularly great for outdoor construction workers, farmworkers, and workers in warehouses or kitchens that lack adequate air conditioning. Many workers impacted are immigrants or non-union workers who may also be at increased risk of retaliation. There are currently no federal or statewide heat protections for workers, and the consequences are disastrous, said the legislators. On average, heat kills more people each year than hurricanes, tornadoes, and floods combined. About 40 workers per year died from exposure to extreme heat over the past decade, and those numbers are likely underestimated. House Bill 1580 is designed to prevent tragedies by requiring employers to offer paid rest breaks, water, and access to shade during extreme heat. “Labor Day is a reminder of our commitment to the workers who put food on our tables, build our roads and bridges, and make Pennsylvania run,” Fiedler said. “When something as simple as a water break can mean the difference between life and death – between a mother coming home after work or her children never Read more

Fiedler, Abney, Inglis propose taxation of digital advertisements sold by mega-corporations

(Jun 30, 2025)

HARRISBURG, June 30 – Amid negotiations for the 2025-26 state budget, state Reps. Elizabeth Fiedler, D-Phila.; Aerion Abney, D-Allegheny; and John Inglis, D-Allegheny, introduced legislation to tax digital advertisements. The bill, H.B.1678 , could generate millions in revenue for the commonwealth. Big Tech companies like Google, Meta, Amazon, and Microsoft make astronomical profits on Pennsylvanians by collecting private data from individuals to sell targeted ads. These ads often take the form of banners on news sites, artificially boosted search engine results, and interruptions to videos – none of which are subject to taxation. The result is an industry projected to be worth $1 trillion in 5 years, with no benefit to Pennsylvania communities. The legislation proposes including digital advertisements in the gross receipts tax, which is set at 5%. The tax is based on where ads are viewed, meaning corporations can’t relocate to avoid paying the tax. “We all agree that Pennsylvania needs more revenue come budget season to fund the public services we care about, like public schools, libraries, and communities,” Fiedler said. “The fact that mega-corporations can use our private data to sell us ads that make our experience on the internet more difficult and frustrating – without contributing anything to our commonwealth – is insulting. It’s time for the billionaires to contribute and pay Read more

Philadelphia’s Lieutenant Colonel George Hardy, the last living WWII Tuskegee Airman, honored in Harrisburg

(Jun 27, 2025)

HARRISBURG, June 27 - On Wednesday, June 25, the office of State Rep. Elizabeth Fiedler, along with the offices of PA House Speaker Joanna McClinton, State Reps. Jordan Harris and Napoleon Nelson honored Lt. Col. George Hardy, the last living Tuskegee Airman of World War II. Hardy was born in Philadelphia and attended Walter George Smith School and South Philadelphia High School . He completed his pilot training at the Tuskegee Institute, earning his wings in September 1944. While stationed in Italy between February and September of 1945, Hardy flew 21 high-altitude combat missions escorting bombers over Germany. Hardy was also deployed during the Korean and Vietnam wars, completing 45 flight missions in Korea and 70 in Vietnam. On Wednesday, Hardy’s descendants, including grandchildren Jessamyn and Julian Bryce, niece Lee Hardy Trotter, and grandnephew Jospeh Trotter, were recognized on the PA House floor by McClinton. The family was given a tour of the state Capitol and met with lawmakers, including Fiedler, Nelson, Harris, State Sens. Nikil Saval and Anthony Williams, and Lt. Gov. Austin Davis. Hardy, who recently celebrated his 100th birthday, currently resides in Florida. He was not able to make the trip but watched the livestream from his home. The PA General Assembly also recently passed a resolution designating June 8, 2025, as “Lieutenant Colonel George Hardy Day” in Read more

Combined reporting bill to truly close corporate tax loopholes passes for first time in Pa. House

(Jun 27, 2025)

HARRISBURG, June 27 – Legislation to close the “ Delaware loophole ” and institute combined reporting was approved by the Pennsylvania House of Representatives Wednesday. HB1610 was introduced by Rep. Elizabeth Fiedler , D-Phila., and Rep. Mary Jo Daley , D-Montgomery. This is the first time the House has passed a bill that would truly close the loophole in state law. In Pennsylvania, it is perfectly legal for highly profitable, multi-state corporations to shield their profits in states like Delaware, that have low or no corporate net income taxes. Combined reporting simply closes that loophole by requiring companies making profits in Pennsylvania, report to Pennsylvania. "When 73% of the corporations active in this state pay no corporate taxes at all — and working people struggle to afford the basics — that's not fairness, that's exploitation,” Fiedler said. “It’s ridiculous, puts small businesses at a disadvantage, and leaves our public services without adequate funding. We can generate millions by closing this loophole alone." Thanks in part to corporate tax loopholes, Pennsylvania has one of the most regressive tax structures in the nation. When multi-state corporations pay less than their fair share, a greater tax burden is placed on Pennsylvania-based companies, small businesses, and individual taxpayers. “Just like every hard-working Pennsylvanian has to Read more

Fiedler Continues Fight for #SolarForSchools Funding

(Jun 26, 2025)

PA state Rep. Elizabeth Fiedler joined colleagues from both chambers and parties of the General Assembly to celebrate recipients of Solar for Schools grants. The grants were awarded following the program's inaugural round of applications and will be used to help districts reduce energy costs by installing solar panels. Currently, electricity bills are the second-highest cost for schools in Pennsylvania as energy prices are expected to rise. While the initiative has received widespread support, continued funding is not guaranteed and must be renewed annually in the state budget. Read more

Legislators, school leaders celebrate Solar for Schools grants in bipartisan event; call for renewed funding

(Jun 25, 2025)

HARRISBURG, June 25 – Today, lawmakers from both chambers and both parties in the PA General Assembly joined school leaders from across the commonwealth to celebrate the recipients of Solar for Schools grants. The awards were announced earlier this year after the program’s first-ever round of applications. Introduced by state Rep. Elizabeth Fiedler, D-Phila, and passed into law in 2024, Solar for Schools provides schools with funding to install solar arrays. By generating their own electricity, these investments can save school districts millions of dollars over the life of one project, as well as generate new renewable energy at a time when energy demand is increasing statewide. Currently, electricity bills are the second-highest cost for schools in Pennsylvania as energy prices are expected to rise. “This is a transformational bill that helps us solve many problems at once: improve school funding, create jobs, add renewable energy to the grid, and make the air cleaner for our kids.” Fiedler said. “We’re just in the first year of Solar for Schools, so these 73 schools are paving the way for what’s possible in Pennsylvania. I am so excited to see how this program will impact schools for years to come.” “I am thrilled about the overwhelming response from schools across the state interested in participating in the Solar for Schools program," state Sen. Camera Bartolotta , Read more

Fiedler, Pisciottano ‘Pay The Price You See’ bill to eliminate deceptive ‘junk fees’ passes House with bipartisan support

(Jun 23, 2025)

HARRISBURG, June 23 – Today, legislation that would require platforms for event tickets, lodging, and food delivery to list the full, final price of their products upfront, passed the House. The bill was introduced by state Rep. Elizabeth Fiedler, D-Phila, with a companion bill introduced by state Sen. Nick Pisciottano, D-Allegheny. Junk fees are the unexpected, mandatory fees added to the price of a good or service at checkout, often associated with online purchases for items like concert tickets. These fees can add up to 30% more to the original price, and they cost the average American family more than $3,000 per year. “Pennsylvanians are trying to make plans with their budgets in mind, but these hidden fees prevent people from making informed decisions,” said Fiedler. “It's more than frustrating to be scouring for hours to plan your family vacation only to get to the checkout page to see the price skyrocket. Whether it's a special occasion like a concert or a trip, we all deserve better treatment from these corporations.” House Bill 1216 would protect Pennsylvania consumers against “bait and switch” pricing practices, while allowing small businesses to compete with the artificially lowered prices used by dominant, national corporations. In 2023, the legislation was previously authored by then-Rep. Pisciottano and passed the House with significant bipartisan support. It was Read more

Afterschool Caucus announces bicameral expansion, renews call for full BOOST funding

(Jun 13, 2025)

HARRISBURG, June 13 – Today, state Rep. Elizabeth Fiedler, D-Phila; Rep. Doyle Heffley, R-Carbon; Sen. Tim Kearney, D-Delaware; and Sen. Lynda Culver, R-Luzerne/Montour/Cumberland/Snyder, announced the expansion of the Afterschool Caucus. Originating in the House, the Caucus now includes membership from both chambers and both parties. The caucus is a space for members who support afterschool and other out-of-school time (OST) programming across Pennsylvania. “Families that can’t afford afterschool childcare shouldn’t be left wondering what their child is up to when the bell rings,” said Fiedler . “At its heart, afterschool programming is about taking care of students and helping them grow. I’m really thrilled to see support for this issue from all sides of the legislature and to know that protecting our kids is a unifying cause.” “High-quality afterschool programs offer students opportunities for hands-on learning and academic support, including help with homework,” said Heffley . “These programs have consistently shown positive results, with many students improving their grades and overall performance. Funding should be directed toward these proven, evidence-based programs.” Last year, the legislature secured $11.5 million for Building Opportunity for Out-of-School Time (BOOST), the first-ever dedicated line item for afterschool programs in the state Read more

Environmental, Labor Leaders Join House Blue-Green Caucus to Unveil Legislative Package

(Jun 09, 2025)

HARRISBURG, June 9 – Today the House Blue-Green Caucus , a group of members who support both labor unions and environmental causes, joined advocates to announce a package of bills to advance clean energy production, create family-sustaining jobs, and protect the environment in Pennsylvania. The caucus, chaired by Rep. Elizabeth Fiedler, D-Phila., seeks to unify labor and environmental advocates and dispel the long-held myth that their interests are at odds in Harrisburg. “There is no more important time for the state to enact an ambitious energy plan than right now,” said Fiedler , who is also chair of the House Energy Committee. “As state lawmakers, we are stepping up and making sure that Pennsylvania has a workable energy plan that keeps our state competitive and sustainable for future generations. This package of bills is a core part of shaping the energy present and future of our commonwealth.” “For the second year in a row, I am proud to support a Blue-Green Bill package that has the support of both the labor movement and the environmental movement,” said Rep. Leanne Krueger, D-Delaware. “We have so much common ground and so many shared values, yet outside forces have often tried to divide labor and environmental stakeholders for their own political gain and, sometimes, to cause chaos. We are always stronger together.” This year’s package includes legislation Read more
