Last week was a busy one both in Harrisburg and here at home in the district. We passed important legislation, heard Governor Shapiro deliver his 4th budget address, and I met with guests and constituents at the Capitol and back here in Delco.
I also had the privilege of presiding over voting session for two afternoons as Speaker Pro Tempore, filling in for Speaker of the House Rep. Joanna McClinton. It was an honor to help lead the chamber as we worked on important legislation.

Some of the bills we voted on last week include:
H.B. 144 – Creating consistent diversion programs for juveniles charged with nonviolent offenses.
H.B. 660 – Sets energy efficiency and water conservation standards for appliances sold in Pennsylvania.
H.B. 886 – Requiring incarcerated veterans to be informed about their benefits before release.
H.B. 1909 – Protecting survivors of domestic violence by strengthening Protection from Abuse Orders.
H.B. 1935 – Stronger consequences for false threats against schools and colleges.
H.B. 1936 – Providing fairer sentences for juvenile youth.
As always, I remain focused on advancing policies that strengthen our communities and improve the quality of life for residents here at home and across the Commonwealth.

Last week, Monroe Energy’s MIPC, LLC held a public meeting regarding the underground gas leak that occurred last year in Aston Township. On December 17, 2025, MIPC informed DEP that a gasoline leak that MIPC discovered at its Chelsea Pipeline Station and Tank Farm in August 2025 may have released up to 9,000 barrels of fuel, equivalent to 378,000 gallons. During its initial investigation, MIPC discovered a failure in a 168,000-barrel above ground storage tank. The purpose of the meeting was to provide residents with updates on the ongoing recovery and cleanup efforts and to give the community an opportunity to ask questions directly. I attended the meeting, spoke, and raised questions on behalf of residents who have been understandably concerned and frustrated with how MIPC has handled the situation. We were told at the meeting that the clean-up process could take a number of years.
Neighbors heard from representatives of the Pennsylvania Department of Environmental Protection (DEP), the Pipeline and Hazardous Materials Safety Administration (PHMSA), and MIPC about the current status of remediation efforts and next steps. I spoke to a number of residents with private wells who were awaiting test results. DEP is requiring MIPC to identify residents with private supply wells within 1,000 feet of the western side of the facility in Bethel, Upper Chichester, and Aston Townships and pay to sample private supply wells for PA Short List Gasoline Compounds.
The DEP shared a flyer at the meeting that directs users to https://www.pa.gov/agencies/dep/dep-regions/southeast-regional-office/monroe-energy-mipc-llc. On the right of the page is the link where residents can email questions to the DEP environmental cleanup team at RA-EP-SEROECB@pa.gov. At the bottom of the page is information for residents to submit environmental complaints. Complaints can be reported via phone at 1-866-255-5158 or by completing this form https://greenport.pa.gov/obPublic/EnvironmentalComplaintForm/.
We learned from the DEP this week that MIPC is creating a website (www.ChelseaTankUpdates.com) to provide weekly documents on the remediation process online for public review. This website will also allow for the submission of public comments and provides a dedicated phone number and email address for resident questions.
I will continue to monitor the situation closely and advocate for our residents to ensure that cleanup efforts are thorough and that our community’s health and safety remain a top priority and that MIPC is held accountable.

A Visit to Linvilla Orchards

On Thursday, I had the chance to visit one of my favorite places in our community, Linvilla Orchards. I feel incredibly lucky to have this special place not only close to home, but right here in our district.
I met with Steve Linvill and his sister, Susan Linvill, who gave me a tour of the farm and several of the buildings while sharing the rich history of their 300-acre family farm, which has been operating for more than 100 years.
I was especially impressed by Linvilla’s commitment to sustainability. The garden center collects rainwater in large tanks to water plants, and the farm prioritizes recycling and composting. They utilize solar panels, support honeybee boxes, and continually look for ways to operate responsibly while preserving the land for future generations.
During the winter months, they also offer indoor mini golf created in partnership with the Academy of Natural Sciences, featuring an environmental theme that makes it both educational and fun!
Linvilla is gem in Delaware County and a beautiful place to spend time with family and friends. Be sure to check out Peggy Ann, the “World’s Largest Rag Doll,” recognized by the Guinness Book of World Records in 1985 and created by Peggy Ann Linvill.
I had a wonderful time and am so grateful for all that the Linvill family does to make our community special.

Last week I had the chance to attend the Delco Hi-Q match alongside my colleague Rep. David Delloso hosted by the Wallingford-Swarthmore School District and home team Strath Haven High School. The match also featured Radnor and Delaware County Christian School, and it was a close contest with Strath Haven and Radnor ending in a tie. I'm always so impressed by the knowledge and teamwork these students bring to every competition.

The Low Income Home Energy Assistance Program (LIHEAP) application period for 2025–26 is open! Whether you rent or own your home, you could receive a cash grant from $200 to $1,000 based on your household size, income, and fuel type. Most importantly, this is a grant and does not have to be repaid.
To find out if you qualify and for help applying, contact my office. You can also apply for LIHEAP online. Weatherize your home by sealing drafts and replacing your furnace filter, and explore other energy-saving tools. If you’re concerned about paying your heating bill, contact PECO now to ask about their assistance programs or payment plan options.

Annual Great Backyard Bird Count

Each February, people from across the country and around the world take part in the Great Backyard Bird Count, a four-day event that brings communities together for the love of birds and outdoors.
From February 13-16, you can participate simply by spending time in your backyard, a park, or your window, watching and counting birds. Your observation contributes to a global effort to better understand bird populations and migration patterns.
