I am sharing this request from the Pennsylvania Human Relations Commission.
The Pennsylvania Human Relations Commission (PHRC) is developing guidance for the public on how it will evaluate cases involving the use of emotional support animals (ESAs) in education, employment, housing, and public accommodations.
Under the PHRA’s current provisions, emotional support animals are primarily recognized in the context of housing, ensuring that individuals with disabilities have equal access to housing opportunities. However, these protections do not extend to other public spaces or accommodations.
The PHRC is seeking public input specifically on access to public accommodations for individuals with emotional support animals. Unlike service animals, such as guide dogs, emotional support animals are not trained to perform specific tasks. Instead, they provide significant emotional benefits to individuals with certain disabilities.
Public accommodations are places open to the public, like stores, restaurants, amusement parks, schools, colleges, and universities.
The PHRC invites input from individuals who use ESAs, advocacy groups, businesses, and other affected parties. We want to hear about your experiences, concerns, and suggestions. Public comments can be submitted through an online survey from December 1 through December 31, 2025.
