Rep. Kinkead introduces legislation to memorialize slain police chief

ROSS TOWNSHIP, Feb. 16 – State Rep. Emily Kinkead, D-Allegheny, recently introduced a bill that would dedicate part of U.S. Route 19 to Vernon Moses, the first Ross Township police chief, who was killed in the line of duty 90 years ago. “The Ross Township Police Department is celebrating its 100th anniversary in 2022, as well as honoring the 90th anniversary of Chief Moses’ death,” Kinkead said. “I believe that it is fitting to honor and memorialize Chief Moses for his service and sacrifice to the residents of Ross Township by dedicating this section of U.S. Route 19 in his name as the Ross Township Police Department celebrates their centennial anniversary.” Kinkead specified that the new legislation would designate the portion of U.S. Route 19 between Ivory Avenue and Cemetery Lane in Ross Township, the area where Moses lost his life, as the Chief Vernon Moses Memorial Highway. “On May 3, 1932, Chief Moses was gunned down while pursuing Prohibition-style gang members who had been violently terrorizing Ross Township. To this day, he remains the only Ross Township police officer to be killed on the job throughout the department’s 100-year history,” Kinkead elaborated. Kinkead: $684,160 awarded to expand local recreation opportunities

AVALON, Jan. 28 – More than $684,000 has been awarded to improve and increase access to existing recreation venues in the Strip District, Avalon, Northview Heights, and Lawrenceville, state Rep. Emily Kinkead, D-Allegheny, announced today. “These projects will create new ways to enjoy life for a vast array of people in our community,” said Kinkead. “The bus purchases alone will enable an additional 60 youths per day to access after school and summer programs. The investments in Pittsburgh’s Ballet and Opera, as well as Avalon’s community basketball courts mean that more people across my district will have access to arts and entertainment in transformational ways. I’m very proud that this money will have a direct, positive impact on the lives of our residents.” The funded projects include: $150,000 to purchase buses for Boys & Girls Club dedicated transportation. $179,160 to rehabilitate basketball courts at Avalon Community Park. $150,000 to construct a new seasonal performance venue for the Pittsburgh Ballet Theatre. $205,000 to support the Pittsburgh Opera’s 2022-23 operating costs and public programs. Kinkead introduces legislation to protect DNA privacy

HARRISBURG, Jan. 25 – Today, state Rep. Emily Kinkead, D-Allegheny, introduced the Genetic Materials Privacy and Compensation Act to address exploitation and privacy concerns associated with the rise of at-home genetics testing. “Selling data has become a big business, and quite a lucrative one,” Kinkead said. “People who provide genetic data to a company should have to be notified if their data is being sold and receive a piece of the profit their data generates.” With the GMPCA, which is H.B. 2283 , Kinkead aims to create more transparency in what the harvested data is used for and secure financial compensation for individuals when their data is used for profit. “Many Americans who used at-home genetics tests signed a vague agreement that relinquished data rights to their own genetic material, while under the impression that any alternative use would further non-profit medical research. People are often unaware their DNA is likely to be sold, for profit, to data collection and research companies. In other words, they are being exploited to enrich private corporations. Lawmakers to seek easier name-change process for LGBTQ+ Pennsylvanians

HARRISBURG, Jan. 20 – Members of the LGBTQ+ Equality Caucus are introducing legislation that would destigmatize and create a safer and easier name-change process for LGBTQ+ Pennsylvanians, especially transgender, non-binary and gender expansive people in the commonwealth. The Pennsylvania LGBTQ+ Equality Caucus is a bipartisan and bicameral caucus made up of members of the General Assembly whose mission is to advocate for equality for LGBTQ+ communities across Pennsylvania. Reps. Brian Sims, D-Phila., Dan Frankel, D-Allegheny, and Sen. Katie Muth, D-Berks/Chester/Montgomery, are co-chairs of the caucus. Spurred by a Pennsylvania Senate Policy Committee hearing on the barriers in Pennsylvania for the transgender community in June 2021, members of the caucus worked with stakeholders to draft six key pieces of legislation to update Pennsylvania’s antiquated name change process and provide funding and safeguards for those seeking to change their name. STRIP DISTRICT, Dec. 7 – State Rep. Emily Kinkead, D-Allegheny, announced today that three buildings in the Strip District will receive major renovations thanks to $2.25 million in state grant funding from the Redevelopment Assistance Capital Program. “I am overjoyed to announce these crucial developments for the Strip District,” Kinkead said. “It is a great success when we can transform abandoned properties into spaces that will grow our local economy and provide additional housing for our residents. “I am especially excited by the new developments at 3 Crossings that will expand riverfront access for residents and visitors by creating sidewalks, a new road, and public plazas. Kinkead: $125,000 awarded for local infrastructure project

BRIGHTON HEIGHTS, Nov. 19 – The Allegheny Land Trust will receive $125,000 in state grant funding to create a rainwater management system within the Woods Run watershed, state Rep. Emily Kinkead, D-Allegheny, announced today. The funds were awarded through the Watershed Restoration Protection Program by the Commonwealth Financing Authority. The project proposes to revitalize the former St. John’s Hospital site along McClure Avenue by creating rain gardens to manage stormwater runoff for a nearly 3-acre area. “I am overjoyed to announce this important investment in our community,” Kinkead said. “These rain gardens will mitigate water pollution during floods, while enhancing the aesthetic beauty of the area and revitalizing land that has sat unused for far too long. I will continue to fight for projects that provide crucial upgrades to our infrastructure and make our communities more livable.” The Watershed Restoration Protection Program, which aims to restore and maintain restored streams impaired by the uncontrolled discharge of polluted runoff, is one of the programs funded by Act 13 of 2012, which provides for the distribution of unconventional gas well impact fees. Kinkead appointed to state council for interstate compact

PITTSBURGH, Aug. 16 – State Rep. Emily Kinkead has been appointed by House Democratic leadership to serve on the State Council for Interstate Juvenile Supervision. The council is the Pennsylvania arm of the Interstate Commission for Juveniles, which was established to fulfill the objective of the Interstate Compact for Juveniles. This compact is focused on protecting juveniles within and between states. A total of 41 states belong to the compact, with Pennsylvania joining in 2004. Member states are charged with opening an investigation to ensure any juvenile runaways are returned to safe homes. The commission works to ensure the safety of communities and victims of juvenile offenders and to keep track of children who are placed in the juvenile system. “ I am honored to be appointed by Leader Joanna McClinton to Pennsylvania’s State Council for Interstate Juvenile Supervision,” said Kinkead, D-Allegheny. “This council oversees Pennsylvania’s participation in an interstate compact that works to help troubled children, whether they're a runaway, are a juvenile offender, or both.
