Rep. Dan Williams June 3, 2026 | 2:14 PM
HARRISBURG, June 3 – Bipartisan legislation sponsored by Rep. Dan Williams, D-Chester, and Rep. Doyle Heffley, R-Carbon, that would cut down on the theft of people’s Supplemental Nutrition Assistance Program benefits advanced through the House Human Services Committee today.
House Bill 2540 would transition the EBT cards Pennsylvanians use to access their SNAP benefits to chip-enabled cards.
“Unlike modern debit and credit cards, EBT cards do not have chip security technology to protect against skimming devices,” Williams said. “Loss of these benefits jeopardizes many families’ access to food and with stolen SNAP benefits no longer being replaced, it’s critical that we make EBT cards as secure as possible.”
Williams, who is chair of the House Human Services Committee, explained that the bill helps prevent theft, protects taxpayer dollars, and keeps Pennsylvania’s EBT system aligned with modern national standards.
House Bill 2540 now advances to the full House for consideration.
