This week marked a big week for women’s health care. First, we observed the 51st anniversary of Roe v. Wade, but the occasion was tough to celebrate. The Dobbs decision in June 2022 overrode Roe and means a girl born in America today has fewer rights than her mother did when she was born. 21 states have enacted abortion bans more restrictive than Roe since then. HARRISBURG, Jan. 22 – Today, on the 51st anniversary of the Supreme Court’s landmark decision in Roe v. Wade , state Rep. Tarik Khan, D-Philadelphia, hosted a news conference at the state Capitol announcing the introduction of legislation regarding abortion rights. Rep. Khan was joined by fellow legislators and abortion-rights advocates. The legislation aims to remove unnecessary obstacles to safe abortion access by eliminating the requirement that abortion facilities meet the same regulations as ambulatory surgical centers. It would also remove the excessive mandate that abortion providers maintain admitting privileges or have transfer agreements at hospitals, which only blocks access to care. The legislators who have also prime-sponsored Khan’s bill are state Reps. La'Tasha D. Mayes, D-Allegheny; Mary Jo Daley, D-Montgomery; Mary Issacson, D-Phila.; Gina H. Curry, D-Delaware; Melissa Shusterman, D-Chester; Danielle Friel Otten, D-Chester; Tara Probst, D-Monroe/Pike; Heather Boyd, D-Delaware; Liz Hanbidge, D-Montgomery; Leanne Krueger, D-Delaware; and Elizabeth Fiedler, D-Philadelphia. "As a nurse, I know that restrictive abortion laws do not lower abortion rates — they just make them less safe," Khan said. This week, the Basic Education Funding Commission held a voting meeting to determine how we close gaps between local property taxes and state funding commitments for our schools and students. Read more
Our local municipalities are working hard to meet the challenges of stormwater flooding, aging infrastructure and a growing population to our water and sanitation systems. I am thrilled to see this state funding coming to the district to help our local authorities meet these challenges and make life safer and better for residents. HARRISBURG, Nov. 21 – The Pennsylvania Legislative Latino Caucus announced today the addition of three new members. Chairman Danilo Burgos explained that the new members, Reps. Lindsay Powell, D-Allegheny, and Heather Boyd and Carol Kazeem, both D-Delaware, will bring a wealth of experience, passion and dedication to the Latino Caucus. “Their diverse backgrounds and perspectives will contribute significantly to our ongoing efforts to advocate for the interests and well-being of Pennsylvania's Latino community,” Burgos said. "Their commitment to fostering inclusivity and addressing the unique challenges faced by the Latino community will undoubtedly enhance the impact of our collective advocacy. We are building a more inclusive and equitable future for all Pennsylvanians," he added. HARRISBURG, Sept. 21 – The state Senate this week passed a bill that state Rep. Heather Boyd introduced to help fund more tobacco cessation in Pennsylvania. Once signed by the governor, H.B. 1407 would change the definition of "units sold" in the Master Settlement Agreement Act to include all cigarettes in the commonwealth as “units sold” so that tobacco companies pay their share of the settlement commensurate with the product that each company places in Pennsylvania. “Under this simple bill, the new data will allow Pennsylvania to more closely meet the impact that cigarettes are having on health in Pennsylvania and show us where we still have opportunities to cut use and collect tax,” Boyd said. “This new adjustment will help our commonwealth heal faster from the wounds that cigarette smoke has caused for generations now.” The bill is the freshman legislator’s first bill to pass the General Assembly. “I’d like to thank my colleagues for helping me get this simple yet important change over the line in Harrisburg,” she said. “Emphysema doesn’t wait or pick sides – and neither did we.” Read more

PROGRAMS NOW OPEN FOR APPLICATIONS: Pennsylvania Commission on Crime and Delinquency: Regional Policing Assistance Program Who May Apply: Applicants for the Regional Policing Assistance Program may be any municipality – a city, borough, township, home-rule municipality, or county. Applicants may also be a public or quasi-public body, or its representative, duly authorized to act on behalf of one or more municipalities. All applications must be accompanied by fully executed Articles of Agreement or an Intergovernmental Agreement that establishes a Regional Police Department. Use: Funding will support efforts in establishing or expanding regional police departments that would improve the following: uniformity and consistency of enforcement across municipalities; recruitment; distribution and deployment of police personnel; training and personnel efficiency; career enhancement opportunities; enhanced professionalism; and reduction of costs. Funds: A total of approximately $1,000,000 in federal funds is being announced to support this initiative. Applicants may apply for up to $150,000 for the formation of a new regional police department or up to $50,000 for the expansion of an existing regional police department by adding a chartered municipality(ies). On Wednesday night, the House passed its $45 billion budget. Although it was due by June 30, the delay came from Senate Republicans’ insistence on school vouchers, what they called the Pennsylvania Award for Student Success Scholarship Program – or PASS. Read more
