James R. Roebuck PLBC Scholarship 2026 Pennsylvania Legislative Black Caucus Foundation’s James R. Roebuck PLBC Scholarship offers successful applicants a $1,500 scholarship to be applied to tuition, fees, books, or school-related supplies and equipment. Eligibility: Applicants must be a: Resident of the Commonwealth of Pennsylvania Person of color Graduating high school senior or current undergraduate college student Instructions: Applicants must complete three (3) sections: the Online Student Application (Section I), an essay (Section II), and email supporting documents (Section III). The Deadline for registration is 5pm on Friday, February 20, 2026. Applicants are responsible for submitting all material to the PLBC on time. Incomplete applications will not be evaluated. Pennsylvania House of Representatives Legislative Fellowship Program The Pennsylvania House of Representatives Legislative Fellowship Program is currently accepting applications for the summer 2026 semester, which runs from Thursday, June 4, through Thursday, August 6, 2026. Program fellows serve in the offices of Committee Chairmen or House Leaders. The program is ideal for public-service minded undergraduate juniors and seniors, graduate students, and law school students attending Pennsylvania colleges or universities. Call to Action: Help Our Trans Kids

Our LGBTQ+ population deserves and has always deserved the same level of critical healthcare as all other populations of people in our communities. During the past twelve months, the current federal government has targeted and punished specific populations of people in the USA through cuts, bans, and cruelty. The federal government has proposed two new rules that could make it virtually impossible for transgender youth to get the health care they need. These proposed rules: Block Medicaid and CHIP funding for gender-affirming care for transgender youth; and Punish hospitals and providers that offer this care by threatening their ability to participate in Medicare and Medicaid altogether. If finalized, these rules would block hospitals and doctors from providing gender-affirming care to youth across the country. They would also take away public funding like Medicaid and CHIP from kids who rely on that coverage to access best practice, medically necessary care. Furthermore, not only would these proposals restrict youths’ access to gender-affirming care in the Medicaid and CHIP systems, but because almost every hospital in America receives this funding alongside Medicare, every one of them would have to cut off access to that care to continue receiving federal funding for other patients. This will impact all families seeking care for their trans children, regardless if they are doing so with public insurance, private insurance, or their own funds. Read more

Applications for home heating help The Low Income Home Energy Assistance Program allows you to apply for a cash grant to help pay your heating bill—from $200 to $1,000 based on your household size, income, and fuel type. Multimodal transportation grants available PennDOT announced recently that they are accepting applications for a new round of Multimodal Transportation Fund (MTF) grants. Applications are due by February 13. The MTF provides grant funding to municipalities, councils of governments, businesses, economic development organizations, public transit agencies, and ports and rail freight entities to improve transportation assets that enhance communities, pedestrian safety, and transit access. Kazeem announces $1.7M in state funding for Conrail Stoney Creek Yard rail freight improvement project in Chester City

(Jan 23, 2026)

CHESTER, Jan. 23 –State Rep. Carol Kazeem, D-Delaware, announced today that Conrail had been awarded $1.7 million in state grants for rail freight improvements to its Stoney Creek Yard in Chester. “This state funding will increase our region’s identity as a critical freight connector in the Northeast and will create and sustain family-sustaining jobs in our district,” Kazeem said. “This strategic infrastructure investment will energize our own local economy’s growth for a long time to come.” The funding will be used to replace 11 turnouts within Stoney Creek Yard and includes replacements with steel timbers. The Conrail project was one of 30 projects selected to receive Rail Transportation Assistance Program and Rail Freight Assistance Program funding from the Pennsylvania Department of Transportation. According to PennDOT, Pennsylvania is the only state with a dedicated rail freight grant program in the country. Read more

Use: Park rehabilitation and development, recreation and conservation planning, land acquisition and conservation, trail projects, river conservation and development, and community and watershed forestry. Funds: The total grant awards vary based on state and federal funding sources, with the program awarding approximately $50 million for projects each year. Individual grant amounts also vary, with typical awards ranging from $50,000 - $500,000. Kazeem announces nearly $2.8M in state funding for community infrastructure projects

HARRISBURG, Jan. 22 – State Rep. Carol Kazeem, D-Delaware, today announced that nearly $2.8 million in state funding was approved for infrastructure projects in the 159th Legislative District. “I am proud to advocate in Harrisburg for state funding that will make our communities safer and healthier for all,” Kazeem said. “Thanks to this funding, the quality of life in our communities will improve. Pedestrians and motorists will both benefit from pedestrian safety, roadway and streetscape enhancements, and all residents will have peace of mind knowing their drinking water is healthy thanks to significant infrastructure improvements.” Funding from the Multimodal Transportation Fund includes: $750,000 to the City of Chester to construct a multi-use trail on the south side of W. 2nd Street (Route 291) from Highland Avenue to Norris Street located in Chester City. $71,857 to Everest PACE Center Inc. for pedestrian safety improvements at Silvercare Senior Housing, located in the City of Chester. $600,000 to Upper Chichester Township to execute Phase 4 of the roadway and streetscape improvements on Chichester Avenue in the township. NEWLY LISTED PROGRAMS Department of Transportation: Multimodal Transportation Funding (MTF) Who May Apply: Municipalities, councils of government, businesses, economic development organizations, public transportation agencies, ports and rail freight entities. Use: To improve transportation assets that enhance communities, pedestrian safety, and transit revitalization. Funds: The MTF requires a 30% match of the amount award. Awards are available for projects with a minimum cost of $100,000 and no more than $3,000,000. BROOKHAVEN, Dec. 23 – State Reps. Leanne Krueger and Carol Kazeem, both D-Delaware; and State Sen. John Kane, D-Delaware, today released the following statement regarding the Monroe Energy incident and ongoing cleanup efforts in Aston Township: “We are deeply concerned by reports received this week regarding the release of up to 9,000 barrels of unleaded gasoline associated with MIPC LLC, a wholly owned subsidiary of Monroe Energy LLC, at its Chelsea Tank Farm in Aston Township. Monroe Energy has notified nearby residents of the incident, and multiple regulatory agencies were informed, including the Pennsylvania Department of Environmental Protection, Pipeline and Hazardous Materials Safety Administration, and the Environmental Protection Agency. “PHMSA has issued a corrective action order to Monroe Energy related to the tank failure, and DEP is evaluating enforcement action that may require Monroe Energy to provide bottled water to Aston Township residents who rely on private wells in impacted neighborhoods. Use: VIP + BOOST funds can be used to support a wide range of eligible activities designed to reduce and respond to community violence. Kazeem brings home nearly $1.9M in state grants for community improvement projects

HARRISBURG, Dec. 18 – State Rep. Carol Kazeem, D-Delaware, today announced nearly $1.9 million in state funding for community improvement projects in her legislative district. Kazeem advocated for grants awarded from the Statewide Local Share Account, which is funded from the PA Race Horse Development Gaming Act, along with the Act 13 Greenways, Trails and Recreation Program, which supports projects involving the development, rehabilitation and improvement of public parks, recreation areas, greenways, trails and river conservation. “I went to Harrisburg to advocate for my community’s needs, and I am honored to bring back funds this year that will protect the health and safety of the district’s residents by replacing failing city vehicles with 23 new ones, purchasing an ambulance to help improve response times, rehabilitating a decaying fire house, and improving a locality’s sewer system. This nearly $1.9 million I’ve brought home will build up our infrastructure, making the 159th District safer for everyone.” The projects awarded LSA funding in Kazeem’s legislative district are: $882,050 to Chester for City of Chester Multi-Departmental Fleet to purchase 23 vehicles and upfitting costs to replace 14 failing vehicles. HARRISBURG, Dec. 16 – The PA House Democratic Delaware County Delegation today announced the approval of $408,500 through the Neighborhood Assistance Program to help low-income people and communities and improve distressed areas in Delaware County. The funding was approved this week by the Pennsylvania Department of Community and Economic Development. Through the NAP, businesses can receive tax credits of up to 95% on contributions they make to a qualifying community project. “Nearly 90 organizations in our region have been selected for funding through the state’s Neighborhood Assistance Program,” Speaker of the House Joanna McClinton, D-Phila/Delaware, said. “These groups work tirelessly to serve our neighbors and strengthen our communities.
