Important updates from Harrisburg

I hope you’re doing well and staying cool as we made it through our first real stretch of June heat!

 

I’m at the Capitol for voting sessions every week this month, and I wanted to take a moment to share updates on some important legislation recently passed by the Pennsylvania House, as well as information about state programs, resources, and upcoming community events happening in our area.

At the Capitol

Legislative update

Here are some of the bills we recently passed in the House:

 

HB 1678 – This bill would establish a tax on digital advertising revenue generated by large technology companies, helping ensure that major corporations contribute their fair share to the Commonwealth. Revenue generated by the tax could be invested in public services such as public education, mass transit, housing, and infrastructure improvements, without increasing costs for working Pennsylvanians.  

HB 836 – Passed the House with overwhelming bipartisan support, this bill would protect access to fertility treatments and medically assisted reproduction for Pennsylvanians seeking to grow their families. Everyone deserves the opportunity to pursue family planning, and this legislation helps ensure individuals and couples can continue accessing the care they need to build the family they’ve hoped for.

 

HB 37 – This legislation would allow counties to begin pre-canvassing mail-in and absentee ballots before Election Day, helping election officials process ballots more efficiently and deliver results more quickly. By giving counties additional time to prepare ballots for counting, the legislation would help reduce delays in reporting election results while maintaining the security and integrity of Pennsylvania’s election.

 

HB 2550 - The Healthy Workers, Healthy Small Businesses Act would establish the Small Business Health Care Premiums Contribution Tax Credit. Small businesses with fewer than 50 employees that contribute to their workers’ health insurance plans purchased through the state’s exchange program – Pennie – would get a 100% state tax credit on every dollar the business contributes. This legislation would help make quality health care more affordable and accessible for working Pennsylvanians and their families.

 

 

Advocating for People with Intellectual Disabilities and Autism

Yesterday, I met with Tom Carasiti and Ned Whitehead from the Pennsylvania Waiting List Campaign, which has been working for years to end the long wait times for people with intellectual disabilities and autism who need services through the Pennsylvania Office of Developmental Programs.

 

The good news is that these advocates have worked closely with ODP on a long-term plan to end the Emergency Waiting List for adults over age 21. They told me that the long-term plan is working: over the past two years, the adult waiting list time was reduced by 31% and the program capacity has increased by 9%. I believe that budgets are a statement of our values, and I was proud to support resources to fund the next step of the plan when I voted yes for the Governor’s budget back in April. With the budget deadline looming, I hope our colleagues in the state Senate will take up this budget bill soon.

 

 

Serving as Speaker Pro Tempore

Last week and yesterday, I had the honor of presiding over House Session as Speaker Pro Tempore while Speaker Joanna McClinton was away from the chamber. It is always a privilege to serve in this role and help guide the House through its legislative business. I am grateful to Speaker McClinton for her trust and leadership, and I remain committed to working with my colleagues to move Pennsylvania forward.

 

 

Celebrating Zoo Day at the Capitol

Last Tuesday was Zoo Day at the Capitol, and I had the opportunity to connect with zoo professionals and animal ambassadors from across the Commonwealth. It was great to learn more about the important work that Pennsylvania’s zoos do every day to support wildlife conservation, provide educational opportunities for students and families, and offer community programs that connect people with the natural world. I was delighted to welcome the leadership team from the Philadelphia Zoo to my office, including President and CEO Dr. Jo-Elle Mogerman.

 

 

PA House Fellowship Now Accepting Applications!

The Pennsylvania House of Representatives Legislative Fellowship Program is currently accepting applications for the Fall 2026 semester. Applications are due on July 1, 2026.

 

The Fellowship Program is based in Pennsylvania’s magnificent Capitol Building in Harrisburg. Fellows are assigned to work in House committees or leadership offices, are compensated for their work (which may also include college credit), and are provided opportunities to draft and present their own legislation, attend meet-and-greets with various public officials and staff, and tour some of the Commonwealth’s historic public spaces, to name a few.

 

Qualifications:

  • College undergraduate juniors or seniors, graduate students, or law school students;
  • Enrolled in a Pennsylvania college/university, or a Pennsylvania resident enrolled in an out-of-state institution; and
  • Pursuing any major with a GPA of 3.0 or higher.

Congratulations to Our Newest Eagle Scouts

On Sunday evening, I had the honor of attending the Rose Valley Troop 272’s Court of Honor ceremony for Jesse Lin and Matthew Traverso. The rank of Eagle Scout is the highest advancement rank that can be reached by a member of Scouting America. In achieving this praiseworthy distinction, Scouts must complete all the Eagle Award program, which help a Scout to develop in the areas of leadership, service, and outdoor skills.

 

To fill the community service requirement, Jesse constructed a sidewalk to improve access to the Great Minquas Path historical marker near Thunderbird Lodge and clearing debris from the lodge property.  Matthew worked on a beautification project for Thunderbird Lodge in Rose Valley. He planted more than a dozen trees and shrubs, cleaned ivy off of existing trees to preserve their health, and stained a bridge constructed by a previous scout. Both projects will serve our community for year to come!

 

 

Chester Township Juneteenth Celebration

On Friday, my District Director, Jen, joined with Chester Township Council and neighbors for lunch at the Wilson Center to celebrate an important milestone in our country.

 

Councilwoman Grace Bell recognized Mr. Gabriel Ingram for all his contributions to Chester Township and his dedication to the community. Mr. Gabriel was named as the 2026 Juneteenth Senior Honoree and it was declared that this year’s Living Legends Educational Scholarship be named in his honor.  

 

 

Upcoming Office Closure

My office will be closed on Friday, June 19, in observance of Juneteenth.

FAFSA is Open for the 2025-26 Academic Year

If you or someone in your family plans to attend college, career school, or summer classes, don’t forget to complete the Free Application for Federal Student Aid before the June 30 deadline.

 

Colleges and career schools use the FAFSA to determine how much financial aid you may be eligible to receive, including grants, scholarships, work-study funds, and loans.

 

You must apply for aid every year. If you are going to start summer school or your financial situation has changed, federal student aid may be available.
