For far too long, our criminal legal system has strayed from its fundamental purpose of promoting justice and public safety, evolving into one that too often relies on excessive punishment and disproportionately impacts poor and indigent people as well as our black and brown communities.

Reforming this system is not about being "soft on crime" or weakening accountability. It is about ensuring our laws are constitutional, that punishment is proportionate, and that government does not impose unnecessary or unlawful infringements on individual rights.

This week marked a significant step toward that vision as the Pennsylvania House advanced one of the most consequential criminal justice reform measures in a generation. Lawmakers returned to session to respond to the Pennsylvania Supreme Court's decision in Commonwealth v. Lee, which held that mandatory life-without-parole sentences for individuals convicted of second-degree felony murder violate the Pennsylvania Constitution. The court gave the General Assembly 120 days to enact a constitutional remedy for the more than 1,100 individuals serving these sentences.

House Bill 1042 fulfills that mandate by creating a pathway for eligible individuals to petition for parole after serving 30 years, while also establishing a compassionate release process for terminally ill incarcerated individuals and expanding educational opportunities that help prepare incarcerated Pennsylvanians for successful reentry and reduce recidivism. Together, these reforms recognize that public safety is strengthened not through unconstitutional or excessive punishment, but through accountability, rehabilitation, and meaningful opportunities for redemption.

As I said following the bill's passage, justice is not measured by the length of a sentence, but by whether our laws are constitutional, equitable, and effective. We can honor victims, protect our communities, and uphold accountability while also recognizing that rehabilitation and second chances are essential to a justice system worthy of public trust. Public safety and constitutional fairness are not competing priorities—they are complementary goals. House Bill 1042 reflects an important shift toward a criminal legal system that protects our communities while respecting the dignity and constitutional rights of every Pennsylvanian.

The state Senate would also have to pass the bill again, and as of right now, nothing has passed to the governor’s desk.

And, the state Supreme Court deadline for legislative remedy has come and gone as of today, July 24th.

Frankly, I am not sure what comes next.

EBT skimming is a growing nationwide crisis, and Pennsylvania is just one of the latest states to try to mitigate skimming.

The Commonwealth has moved forward with a chip card transition for EBT cards, setting aside $7 million in the latest budget for the change, which is due no later than Jan. 1, 2028. The federal government would cover the other $7 million needed for the transition as part of the current breakdown of how administrative costs are to be split.

The next steps are being worked out, and that will determine a distribution timeline, according to the Pennsylvania Department of Human Services. Implementation of the chip cards is expected to take six to eight months.

These new chip cards will provide a basic security measure that will prevent those who utilize SNAP benefits from losing their much-needed assistance. Click here to learn security tips and how to lock your EBT card when not in use.

Help shine a light on the hidden reality of human trafficking by joining a community Red Sand Project event on Thursday, July 30, at 10 a.m. at the Montgomery County Bar Association, 100 W. Airy St., Norristown.

Participants will create a meaningful public art installation by filling sidewalk cracks with red sand, a powerful symbol of those who have "fallen through the cracks" of society. The event will also feature information about local resources and ways our community can help combat human trafficking.
