Governor Shapiro gave his annual budget address on Tuesday. Over the next few months, we in the legislature will look it over and try our best to pass a budget that delivers Pennsylvanians’ tax dollars back to them as fairly and effectively as possible.
Of course, I am mostly concerned about you – the residents of the 162nd District here in Delaware County.

Continuing the improvements in education funding we passed last session, the Governor proposed more state money for our school districts: Southeast Delco, Interboro, Ridley, and Wallingford-Swarthmore. Over time, more of our school funding will come from the state, which means you should not see local school tax increases. I voted in support of this new system because I believe it will give seniors and working families some tax relief.
I also plan to support legislation that will put some new revenue streams on the table. Skills games and adult-use cannabis taxation are both “no-brainers” when it comes to relieving the tax burden and prioritizing the things we care about.
In other news, we at the legislature came together and passed some emergency legislation to protect Pennsylvanians from avian flu. This bill expands the Certified Poultry Technician workforce and allows these valuable workers to take samples from birds at the farms where they already work. Together, these updates streamline the sample collection process so we can keep avian flu out of our farms and homes.

Intergovernmental Affairs & Operations Committee News

As I’ve shared with you before, I am the Chairman for the House Intergovernmental Affairs & Operations Committee. I’m eager to use this leadership position to make the Commonwealth work better for you by promoting legislation that cuts red tape, makes processes more efficient, and helps the different arms of state government work better together.
In addition to the bills I told you about last week, here are some more under consideration:
- H.B. 247 (Rep. Scialabba, R, Butler): Would update language in the Eminent Domain code to reflect the fact that while it currently stipulates that notice be provided by Registered Mail, the method commonly used (and more appropriate) is Certified Mail.
- H.B. 469 (Rep. Howard, D, Chester): Would allow children of military families living on base to go through the state’s juvenile court system when charged with misconduct rather than being treated as an adult through the federal court system.
- H.B. 513 (Rep. Davanzo, R, Westmoreland): Would update PA’s Plane Coordinate System to move away from antiquated technology.

Veterans: How to apply for a vehicle registration fee waiver
A new state program allows Severely Disabled Veterans to forgo the fees for titling or registering one vehicle. To qualify, a veteran must have a 100% service-connected disability that has been certified by a U.S. Department of Veterans Affairs Regional Office Administrator. These disabilities include:
- Lost a limb or eye or became partially paralyzed while serving;
- Was captured by the enemy in any armed conflict for which the U.S. Dept. of Defense authorizes a campaign medal, or;
- Has been awarded the Congressional Medal of Honor or the Purple Heart.
To apply, you must fill out form MV-371DV - Supplemental Application for Free or Reduced Registration Rates for Vets. Please visit this post on my website to download the form and for detailed instructions on how to fill it out based on your reason for applying.

Department of Revenue Tax Forms
You may visit my office to get your 2024 Property Tax/Rent Rebate booklets and 2024 PA-40 Income Tax forms, as well as some of the schedule forms. Just ask my staff at either of our district offices in Ridley Park or Darby Township.
As a reminder, my staff is happy to assist you with the Property/Tax Rent Rebate, but they are not trained to help with income tax preparation. If you’re a senior, the AARP is providing free tax preparation through April 15th. To schedule, call one of their locations, which you can find out here: AARP Foundation Tax-Aide Locator.

Help with your winter heating bills
It's important you're able to stay warm in your home on days like today! Applications are open for the Low-Income Home Energy Assistance Program (LIHEAP), which helps eligible residents keep up with their energy bills. In addition, the Whole Home Repairs Program can pay for up to $50,000 of repairs and modifications to your home if you’re eligible (based on household income), including weatherization to maintain temperatures. Learn about it here.

Pennie is the online health insurance marketplace for Pennsylvanians. It offers an assortment of health care plans tailored to your unique needs. Even though the open enrollment period for 2025 is over, you may still get coverage under one of the following:
- Via your tax return: While filing your Pennsylvania tax return, complete Tax Form?REV-1882 – Pennie will get in touch with instructions for selecting a plan if you qualify.
- Your income: If your annual household income is equal to or below 150% federal poverty level, you likely qualify for a special enrollment period. Click here to learn more.
