Perry Warren’s bipartisan bill that would codify the surplus insurance lines fee structure for personal surplus lines transactions passed the PA House unanimously this week. House Bill 2096 now heads to the PA Senate for consideration. The surplus lines insurance market serves customers who need rare, specialty or high-risk coverage unavailable on the regular market in Pennsylvania. High-risk flood insurance is one common example. Insurance agents selling surplus lines insurance typically receive a smaller commission than they would with regular insurance. Noting that Pennsylvania has already outlawed other forms of animal cruelty, Warren introduced the legislation ( H.B. 2139 ) , which now heads to the full House for consideration. “Dog fighting, cock fighting and greyhound racing have already been prohibited in Pennsylvania,” Warren said. “In 2017 even possessing the implements to raise or train an animal for death in the name of gambling became illegal. Yet, pigeon shoots are presently exempted from Pennsylvania’s animal cruelty law.” There is still at least one regularly scheduled live pigeon shoot in Pennsylvania, which takes place annually in Bucks County. HARRISBURG, March 5 – Today, state Reps. Pat Galagher, Tarik Khan, both D-Phila., and Perry Warren, D-Bucks, hosted a news conference at the state Capitol announcing that they plan to introduce legislation that would update state insurance laws to expand coverage for colorectal cancer screenings. Colorectal cancer is one of the leading causes of cancer deaths even though it is a very treatable form of cancer when caught early. When detected in its earliest stages, the five-year survival rate can be as high as 90%. The legislators said their legislation would update Pennsylvania’s Insurance Company Law to reduce the age when colorectal cancer screenings are covered to 45 from 50. This legislation also prevents prior authorizations and advance notice for screening colonoscopies for individuals 45 and above. Current law requires health insurance coverage for routine colorectal cancer screenings starting at age 50 based on American Cancer Society standards published in 2008. Multiple other states have updated their law to reflect more recent American Cancer Society guidelines from 2018. The updated recommendations call for people to begin screening at age 45 rather than 50. YARDLEY, Feb. 22 – State Rep. Perry Warren announced grants totaling over $78,000 to support the fire and EMS companies in the 31 st Legislative District. The following funding was awarded from the state’s Fire and Emergency Medical Services Grant Program : Newtown EMS Inc., $15,000. Newtown Fire Association, $16,368.42. Yardley Makefield Emergency Unit, $15,000. Yardley Makefield Fire Company, $16,951.99. HARRISBURG, Feb. 9 – State Rep. Perry Warren announced that Newtown Township will receive a $326,931 state grant for pedestrian upgrades through PennDOT’s Automated Red Light Enforcement funding. The funding will be used for the following intersections: Newtown-Yardley Road and Tara Boulevard Sycamore Street and Silo Drive The upgrades for the intersections will include two unsignalized intersections to include overhead and post-mounted Rectangular Rapid Flashing Beacons, federally compliant signage, pedestrian push buttons and high-visibility crosswalks. Warren worked with PennDOT, Newtown Township and Newtown Walk residents to improve the Newtown-Yardley-Tara crosswalk. “I drive across the Newtown Walk intersection every day. There is an incline on Newtown-Yardley Road coming out of Newtown Borough which makes it difficult for motorists to see the crosswalk in advance,” Warren said. “I met with Newtown Walk residents at the crosswalk and worked with PennDOT and Newtown Township, which lowered the speed limit and implemented temporary safety measures. Perry Warren, D-Bucks, would make various technical changes to the state statute that governs and regulates Pennsylvania’s businesses to better align Pennsylvania corporate laws with those of other states, supporting interstate commerce. HARRISBURG, May 23 – The Pennsylvania House of Representatives on Monday passed historic legislation that would expand background checks for firearm purchases and provide emergency protection for gun owners who are at risk of harming themselves or others, said state Rep. Perry Warren, who sponsored the background-check bill. The bills, which are now with the Senate for consideration, are: H.B. 714 to enact universal background checks, passed 109-92. H.B. 1018 to create extreme risk protection orders, passed 102-99. “It has been a long time coming, but with a new direction in Harrisburg, we took two really big steps this week toward better protecting the public in the face of a growing gun violence epidemic,” said Warren, D-Bucks. “I’m proud to have sponsored the universal background check bill and happy to see it received bipartisan support in the House. HARRISBURG, April 26 – Three important pieces of legislation sponsored by state Rep. Perry Warren were on the move today in the Pennsylvania House of Representatives. The bills are at various points of passage in the Capitol, where Democrats hold a majority in the House. The House Judiciary Committee advanced Warren’s universal gun background check bill, H.B. 714 . This is the first time a gun safety bill advanced past committee in Pennsylvania in decades. It would require background checks for all firearms, regardless of barrel length. “This simple but effective change would ensure that the sale or transfer of any firearm is kept safe and legal, regardless of whether the firearm was purchased through a licensed retail seller, private transaction or at a gun show,” Warren said. House Bill 735 had second consideration today, which positions it for a final vote when the House returns to session next week. HARRISBURG, April 24 – Today, the Pennsylvania House Insurance Committee approved three bills that would give insurance consumers more rights and information, including a bill to expand coverage of breast cancer screening. House Bill 739 was introduced by Insurance Committee Chairman Kevin Boyle, D-Phila. This bill would require insurance companies and agents to develop cybersecurity policies and report cybersecurity events to the Insurance commissioner. Boyle said this bill ultimately aims to put policies in place that would make it very difficult for insurance consumers’ information to be breached or stolen, and make it easier to protect them if a breach occurs. “It’s important we make sure that insurance consumers are protected from scams and from having their electronic personal information stolen,” Boyle said. “Having cybersecurity policies in place and preventing breaches before they occur is a step in the right direction to ensure this for consumers. HARRISBURG, March 30 – Following the Pennsylvania House Judiciary Committee hearing on gun safety last week, state Rep. Perry Warren reintroduced three bills directly addressing the gun safety concerns heard during testimony. The committee hearing, called by the new Democratic majority, included testimony relating to the pressing needs for safe-storage, lost-and-stolen, and background-check legislation.
