Warren legislation to protect consumers, insurance brokers passes PA House

(May 01, 2024)

NEWS RELEASE FOR IMMEDIATE RELEASE State Rep. Perry Warren D-Bucks County www.pahouse.com/ Warren Warren legislation to protect consumers, insurance brokers passes PA House HARRISBURG, April 30 – State Rep. Perry Warren’s bipartisan bill that would codify the surplus insurance lines fee structure for personal surplus lines transactions passed the PA House unanimously this week. House Bill 2096 now heads to the PA Senate for consideration. The surplus lines insurance market serves customers who need rare, specialty or high-risk coverage unavailable on the regular market in Pennsylvania. High-risk flood insurance is one common example. Insurance agents selling surplus lines insurance typically receive a smaller commission than they would with regular insurance. To ensure that Pennsylvania insurance agents can afford to serve this specialty insurance market, the bill would both permit and cap the fee that a Pennsylvania insurance agent can charge for placing a surplus lines insurance policy. “This legislation creates a win-win situation for both consumers and their insurance agents,” Warren said. “Consumers get to keep their insurance when there is not a product available in the Pennsylvania admitted market, and Read more

Warren’s bipartisan bill to end live pigeon shoots approved by committee

(Apr 29, 2024)

NEWS RELEASE FOR IMMEDIATE RELEASE State Rep. Perry Warren D-Bucks County www.pahouse.com/ Warren Warren’s bipartisan bill to end live pigeon shoots approved by committee HARRISBURG, April 29 – A bipartisan bill that would prohibit live pigeon shoots in Pennsylvania was approved today by the PA House Judiciary Committee. Noting that Pennsylvania has already outlawed other forms of animal cruelty, Warren introduced the legislation ( H.B. 2139 ) , which now heads to the full House for consideration. “Dog fighting, cock fighting and greyhound racing have already been prohibited in Pennsylvania,” Warren said. “In 2017 even possessing the implements to raise or train an animal for death in the name of gambling became illegal. Yet, pigeon shoots are presently exempted from Pennsylvania’s animal cruelty law.” There is still at least one regularly scheduled live pigeon shoot in Pennsylvania, which takes place annually in Bucks County. Unlike regular hunting in the wild, the pigeons involved in these events are raised in captivity specifically to get shot, with very little sport involved for the humans participating. “Thank you to Representative Perry Warren and the Animal Protection Caucus for their leadership to finally end these barbaric contests in Read more

Warren bill to help reduce single-use plastic bottle clears committee

(Apr 09, 2024)

NEWS RELEASE FOR IMMEDIATE RELEASE State Rep. Perry Warren D-Bucks County www.pahouse.com/ Warren Warren bill to help reduce single-use plastic bottle clears committee HARRISBURG, April 9 – State Rep. Perry Warren’s bill that would encourage the use of reuseable water bottles was approved in the PA House State Government Committee today. House Bill 1169 , which would require newly constructed state buildings, as well as existing state buildings undergoing renovations to their water and pipe infrastructure, to install water bottle filling stations, now heads to the full PA House for consideration. Warren, who got the idea for the bill after seeing a water-bottle filling station in an airport in 2017, said these stations promote better sanitary conditions and healthier lifestyles. It is better for both the economy and the environment than using a single-use plastic bottle, he said. “Single use plastic bottles are easily bought, used, and thrown away without a second thought,” Warren said. “That, however, leads to many bottles finding their way onto the streets instead of recycling containers. “In fact, during our community litter cleanups, plastic water bottles are the most common litter we find. And, even if not on the Read more

Gallagher, Khan, Warren call for PA to update insurance laws around colorectal cancer screenings

(Mar 05, 2024)

HARRISBURG, March 5 – Today, state Reps. Pat Galagher, Tarik Khan, both D-Phila., and Perry Warren, D-Bucks, hosted a news conference at the state Capitol announcing that they plan to introduce legislation that would update state insurance laws to expand coverage for colorectal cancer screenings. Colorectal cancer is one of the leading causes of cancer deaths even though it is a very treatable form of cancer when caught early. When detected in its earliest stages, the five-year survival rate can be as high as 90%. The legislators said their legislation would update Pennsylvania’s Insurance Company Law to reduce the age when colorectal cancer screenings are covered to 45 from 50. This legislation also prevents prior authorizations and advance notice for screening colonoscopies for individuals 45 and above. Current law requires health insurance coverage for routine colorectal cancer screenings starting at age 50 based on American Cancer Society standards published in 2008. Multiple other states have updated their law to reflect more recent American Cancer Society guidelines from 2018. The updated recommendations call for people to begin screening at age 45 rather than 50. Gallagher, who is a colorectal cancer survivor, said the legislation could result in more early detections and ultimately save lives. “As a survivor of colorectal cancer, I know firsthand the impact that early detection and proper care Read more

Warren announces funding for Newtown Township infrastructure projects

(Feb 09, 2024)

HARRISBURG, Feb. 9 – State Rep. Perry Warren announced that Newtown Township will receive a $326,931 state grant for pedestrian upgrades through PennDOT’s Automated Red Light Enforcement funding. The funding will be used for the following intersections: Newtown-Yardley Road and Tara Boulevard Sycamore Street and Silo Drive The upgrades for the intersections will include two unsignalized intersections to include overhead and post-mounted Rectangular Rapid Flashing Beacons, federally compliant signage, pedestrian push buttons and high-visibility crosswalks. Warren worked with PennDOT, Newtown Township and Newtown Walk residents to improve the Newtown-Yardley-Tara crosswalk. “I drive across the Newtown Walk intersection every day. There is an incline on Newtown-Yardley Road coming out of Newtown Borough which makes it difficult for motorists to see the crosswalk in advance,” Warren said. “I met with Newtown Walk residents at the crosswalk and worked with PennDOT and Newtown Township, which lowered the speed limit and implemented temporary safety measures. This grant will fund the measures necessary to enhance pedestrian safety and allow residents of Newtown Walk, and others to, well, walk in Newtown.” Likewise, Warren said he has also worked toward improvements at the Sycamore-Silo intersection. BUCKS COUNTY − December 4, 2023 − Senator Steve Santarsiero (D-10) and Representative Perry Warren (D-31) joined Governor Josh Shapiro today in Yardley Borough for the bill signing of House Bill 735, establishing a task force to address rising flood insurance premiums. “After a devastating storm this summer dropped a month’s worth of rain in a span of just two hours and flash flooding swept cars off of roads, and flooded homes, schools, and businesses in Bucks County, my Administration was on the ground immediately, providing assistance to rescue and recovery efforts, set up detours, and keep people safe,” said Governor Josh Shapiro. “Chaired by Insurance Commissioner Mike Humphreys, the task force established by HB 735 will bring together leaders from my Administration and the Legislature to closely review the needs of our communities who are at an increased risk of flooding. They’ll identify the kinds of programs that would make sure flood insurance is accessible and affordable for the Pennsylvanians who need it – and recommend the best courses of action our Commonwealth can take to help increase the number of Pennsylvanians protected by flood insurance.” “Eight years ago, I introduced what was then HB 1299 which was the precursor for HB 735, to help Pennsylvanians living in flood zones with flood insurance premiums,” said Senator Santarsiero. “Then, as now, residents in neighborhoods along the Read more

Warren: State House passes gun background-check bill, red-flag legislation

(May 23, 2023)

HARRISBURG, May 23 – The Pennsylvania House of Representatives on Monday passed historic legislation that would expand background checks for firearm purchases and provide emergency protection for gun owners who are at risk of harming themselves or others, said state Rep. Perry Warren, who sponsored the background-check bill. The bills, which are now with the Senate for consideration, are: H.B. 714 to enact universal background checks, passed 109-92. H.B. 1018 to create extreme risk protection orders, passed 102-99. “It has been a long time coming, but with a new direction in Harrisburg, we took two really big steps this week toward better protecting the public in the face of a growing gun violence epidemic,” said Warren, D-Bucks. “I’m proud to have sponsored the universal background check bill and happy to see it received bipartisan support in the House. We have a responsibility as representatives to do everything we can to make gun sales the safest and most comprehensive they can be in Pennsylvania." Federal and current state laws require checks for most sales by licensed gun dealers, but they do not cover all types of guns or those sold by unlicensed sellers, including online, at shows and to strangers. Warren’s bill would require checks on all avenues of sales and for long-barrel firearms, as well. “I hope that the Senate has the foresight to move this popular and much-needed Read more

Warren details 2 of his bills, another with his input, on the move in Harrisburg

(Apr 26, 2023)

HARRISBURG, April 26 – Three important pieces of legislation sponsored by state Rep. Perry Warren were on the move today in the Pennsylvania House of Representatives. The bills are at various points of passage in the Capitol, where Democrats hold a majority in the House. The House Judiciary Committee advanced Warren’s universal gun background check bill, H.B. 714 . This is the first time a gun safety bill advanced past committee in Pennsylvania in decades. It would require background checks for all firearms, regardless of barrel length. “This simple but effective change would ensure that the sale or transfer of any firearm is kept safe and legal, regardless of whether the firearm was purchased through a licensed retail seller, private transaction or at a gun show,” Warren said. House Bill 735 had second consideration today, which positions it for a final vote when the House returns to session next week. Warren authored the bill to establish the Flood Insurance Premium Assistance Task Force, which would explore how to combat high flood insurance premiums. “This is the third time my Flood Insurance Premium Task Force bill was reported out of the House Insurance Committee,” Warren said. “This time, I hope that once it reaches the Senate, they will vote on the bill and stand up for property owners and renters near Pennsylvania’s waterways. “Establishing a task force that will Read more

PA House Insurance Committee votes three bills out of committee

(Apr 24, 2023)

HARRISBURG, April 24 – Today, the Pennsylvania House Insurance Committee approved three bills that would give insurance consumers more rights and information, including a bill to expand coverage of breast cancer screening. House Bill 739 was introduced by Insurance Committee Chairman Kevin Boyle, D-Phila. This bill would require insurance companies and agents to develop cybersecurity policies and report cybersecurity events to the Insurance commissioner. Perry Warren, D-Bucks. Hearing House testimony, Warren introduces 3 commonsense gun safety bills

(Mar 30, 2023)

HARRISBURG, March 30 – Following the Pennsylvania House Judiciary Committee hearing on gun safety last week, state Rep. Perry Warren reintroduced three bills directly addressing the gun safety concerns heard during testimony. The committee hearing, called by the new Democratic majority, included testimony relating to the pressing needs for safe-storage, lost-and-stolen, and background-check legislation. After the hearing, Warren promptly reintroduced bills he had introduced in the prior legislative session, each of which would address an aspect of the recommendations of the testifiers at the hearing. House Bills 712, 713 and 714 would address these widely supported measures, said Warren, D-Bucks. “Majority Chairman Tim Briggs organized this hearing as the first hearing of the House Judiciary Committee this session. Pennsylvanians support policies that will reduce violence and unnecessary loss of life involving guns,” he said. “Guns are involved in suicide, domestic violence, accidents, gang violence and mass shootings – and all signs point to these three basic policies as proven life savers.” Victims, second victims and advocates took turns Thursday outlining support for laws in Pennsylvania to ensure that stolen or missing guns are reported to law enforcement, guns in homes are safely stored and that long-gun sales at shows, stores or private sales are included in standard background checks. “The experts and advocates who Read more
