NEWLY LISTED PROGRAMS Commission on Crime and Delinquency: Victims of Crime Act 2025-2027 Who May Apply: Agencies currently receiving federal Victims of Crime Act funding. Use: The federal VOCA guidelines classify eligible activities/costs into three categories: direct service costs, activities supporting direct services, and subrecipient administrative costs. The federal VOCA guidelines can be found in the Federal Register at: Victims of Crime Act Victim Assistance Program . Funds: This solicitation is for approximately $53.9 million in federal VOCA funds for the first year with year two amounts being determined at the November 2025 Victims Services Advisory Committee (VSCA) meeting. PCCD expects to fund approximately 157 grants. Applicants will be required to submit a continuation application for year two. New Assignments and Exciting Local Events!

I was recently informed of my assignments to the standing committees in the House for the new legislative session. Standing committees are the backbone of the legislative process, so I look forward to working with these vital committees to focus on legislation that will improve quality of life for our communities and all Pennsylvanians. Continuing to serve on the House Appropriations Committee as a majority member is a real privilege that I don’t take lightly. The opportunity to be directly involved in crafting the state budget with state agencies and legislative leaders is an honor, and a benefit for our communities in South and Southwest Philadelphia and Delco.I appreciate the trust that my leaders have placed in me, and the importance placed on our region, with all of these committee assignments. Use: Funding may be used to offer college coursework to high school students enrolled in eligible school entities. Funds: $14 million in state funding was allocated through the 2024 School Code. Application Deadline: February 10, 2025 More information: PDE Website Department of Environmental Protection: Abandoned Mine Land and Abandoned Mine Draining Grant Program Who May Apply: An authority, incorporated nonprofit, political subdivision, or conservation district. Use: Funds may be used for abandoned mine land reclamation and abandoned mine drainage treatment or abatement. Funds: $75 million in funding is available. Application Deadline: April 25, 2025. Use: To provide funding to institutions to directly support parenting students through tuition assistance, emergency funding, and wrap-around services. Funds: $1.6 million in funding is available. Use: Applications may apply for one construction-related or planning-related grant (not both) for sites that are listed in or eligible to be listed in the National Register of Historic Places. NEWLY LISTED PROGRAMS Community and Economic Development: Historically Disadvantaged Business Assistance Program Who May Apply: Community-based non-profit organizations with a history of at least 3 years operating experience, educational institutions, and non-profit economic development organizations with a history of at least 3 years operating experience. Use: Creation or support of a Business Assistance Service Center for the purpose of serving small, historically disadvantaged businesses. Funds: $20 million in funding was appropriated in the 2024/25 state budget. Today, state Rep. Regina Young, D-Phila./Delaware, announced that $15 million has been awarded to eight projects in the 185th Legislative District from the Redevelopment Assistance Capital Program.Young praised the investments in the area for their widespread impact and potential.“Each of these projects will have an impact not only in South and Southwest Philadelphia, but across Southeastern Pennsylvania. NEWLY LISTED PROGRAMS Department of Community and Economic Development: Mixed-Use Housing Development Pilot Program Who May Apply: Municipalities, Economic Development Organizations, Redevelopment Authorities, Municipal Authorities, Industrial Development Authorities, For-Profit organizations. Use: Mixed-use site development, conversion projects, rehabilitation projects, a combination of the three afore-mentioned projects. Funds: $10 million in PA Sites funding has been allocated for this program. There is no limit on the amount of grant funding that may be awarded to an applicant. Young calls for need to protect service industry workers from human trafficking

ESSINGTON, Oct. 28 – Today, state Rep. Regina Young, D-Delaware/Phila., hosted a news conference at the La Quinta Inn & Suites by Wyndham at the Philadelphia International Airport to discuss the need to train hotel and service industry workers to combat human trafficking and her legislation to provide that training. Young is working to combat the growing problem of sex and human trafficking by partnering with the restaurant and lodging industry to implement required awareness training for hotel employees. Due to their anonymous and low-risk nature, hotels and motels are often prime locations used for exploitation. To that end, hotel associates are uniquely situated to identify and report suspicious activity. Young’s legislation ( H.B. 2455 ) would require hotel and motel associates be trained to understand what human trafficking is, how to identify it, and what steps to take if suspected trafficking is taking place. “Human trafficking is an evil practice that happens across the country, and Pennsylvania is not immune from it,” Young said. “Hotel and service-industry workers tend to be particularly at risk of being victims. With the Philadelphia Airport located in my district, the issue is especially pervasive here. Making sure hotel and motel associates are trained to understand what human trafficking is can be a crucial step in protecting these workers from human trafficking.” Read more

 

Pa. becomes 34th state to exempt hair braiders from needing a license to work

Governor Josh Shapiro signed a bill that eliminates licensing for natural hair braiders, making Pennsylvania the 34th state to do so. “Natural hair braiding has been commonplace in the African American community for centuries. The techniques have been passed from generation to generation and are learned from early childhood. It does not take formal training to do,” State Rep. Regina Young said. Read more
